ah, I discovered how to post bug reports to kubuntu.
In the faulty application, go to HELP. Click on the bug. A wizard opens and you are logged into the ubuntu Launchpad web site where ubuntu and kubuntu bugs are tracked.
I opened a bug report on ksysguard.
